Adobe Interlock began as a mission of Timothy L. Hallford after seeing one too many crosses along New Mexico highways and byways. Mr. Hallford made it his mission to see a reduction in death, injuries, and DWI arrests. Starting out of the back of his Jeep in 2002, Mr. Hallford began his company in Santa Fe with the assistance of the Santa Fe Business Incubator and Los Alamos National Bank. Adobe Interlock has realized a profit in each and every year of its existence. Through a sister company, Sanctions & Solutions, Mr. Hallford remains on the forefront of new technology for road safety applications.

Through a combination of education, lobbying, and "a great deal of shoe leather," Adobe Interlock has grown into 10 service centers across New Mexico and is the leading interlock provider in the New Mexico market with 6 other competitors. Partnering with Dräger Safety Inc, which provides our company with the most advanced interlock device, complemented with a network of committed and professional independent distributors, Adobe Interlock is recognized as the industry leader in the State of New Mexico.

Adobe Interlock was recognized as a "Small Business of the Year" by the Santa Fe Chamber of Commerce in 2005 and one of 5 finalists as "Business of the Year" by the City of Santa Fe in 2006. Our company was nominated in 2005 and 2006 for an "Ethics in Business Award" from the Samaritan Counseling Center.

The company has been featured in New Mexico Business Weekly, Wired Magazine, The Associated Press, Dateline NBC as well as a documentary on NHK Television broadcasted throughout Japan.

Timothy L. Hallford, president and CEO of Adobe Interlock, Sanctions+Solutions, and Expert Consulting Solutions, has an extensive background in both the private and public sector fields of criminal justice. Mr. Hallford is President of the New Mexico Interlock Distributor's Association and was appointed to Governor Richardson's Ignition Interlock Task Force as the interlock representative. Timothy has also worked extensively as a registered lobbyist at the state legislature for interlock expansion. Sanctions and Solutions and Adobe Interlock have been recognized for ethical business practices by Century Bank and the Samaritan Counseling Center.

Prior to starting Sanctions and Solutions, Mr. Hallford had experience working in the public sector as chief probation officer for both Hamilton and Hendricks counties in Indiana. Mr. Hallford has also taught criminal justice at the collegiate level at several institutions. On the private side, Mr. Hallford has worked as a loss prevention manager, fraudulent claims investigator and privately consulted with businesses and companies on how to reduce their losses from theft. Mr. Hallford has master's and bachelor's degrees in Public Affairs from Indiana University. He has completed doctoral work in the field of psychology at Pacifica Graduate Institute.
